WCNDD Helps the Village of Haigler and Hitchcock County Secure CDBG Planning Grant Awards
West Central Nebraska Development District (WCNDD) is pleased to announce that it has received two Notices of Award from the Nebraska Department of Economic Development (DED) for Community Development Block Grant (CDBG) Planning awards – one benefiting the Village of Haigler and one benefiting Hitchcock County.
Per DED’s 2025 CDBG Planning award announcements, Haigler was awarded $23,000 to create a Community Development Plan and Support to update the Village’s Municipal Code, and Hitchcock County was awarded $23,000 for updating the existing Comprehensive Plan and Zoning Regulations.
As both the grant writer and grant administrator for these CDBG Planning awards, WCNDD will partner closely with local leadership, stakeholders, and community members to ensure each planning effort is inclusive, data-driven, and implementation-oriented – aligning with applicable state and federal planning expectations while reflecting local priorities.
What These Planning Awards Will Deliver
Village of Haigler

Development of a Community Development Plan to help guide community priorities and future investment decisions.

Support for updating the Village’s Municipal Code to ensure local regulations remain clear, current, and workable for residents, businesses, and future development.
Hitchcock County
-
A countywide planning process focused on updating the existing Comprehensive Plan and Zoning Regulations to reflect current conditions, guide future land use and development decisions, and ensure county policies and regulations support orderly growth, economic opportunity, and long-term community goals.
The resulting plans will help provide a practical roadmap for addressing priorities such as housing, infrastructure, economic development, public services, and long-term community goals, while strengthening each community’s readiness for future funding and project opportunities.

“By helping connect Haigler and Hitchcock County with state CDBG resources, we’re supporting the kind of thoughtful planning that positions communities to compete for future investments and deliver lasting benefits for residents.”
About the CDBG Planning Program
CDBG is a federal program funded through the U.S. Department of Housing and Urban Development (HUD) and, in Nebraska, is administered by DED for the state’s non-entitlement communities. The Planning opportunity is designed to help communities assess needs, set priorities, and build the foundation for future community and infrastructure improvements.
