In an effort to assist local public agencies within the District to properly execute and document all phases of a Federal Aid road project, WCNDD staff have obtained the Responsible Charge (RC) Certification.  Elmshaeuser and Poltack have completed the required curriculum to assure that all project phases are in compliance with the guidelines for Federal Aid Projects.  It is the responsibility of the RC that compliance is met for all applicable Federal and State rules and regulations.  The RC Certification is required by the Nebraska Department of Roads through the Federal Highway System.
